Research collaboration with scientists from the Russian Academy of Sciences has been ongoing for more than two decades, initially between H.H. Shugart and Russian Mathematician Mikhail Antonovsky to produce an assessment of the effects of climate change of the forests of the world. Following this work, Antonovsky and Shugart met in Russia with Academician Alexander Isaev and agreed to work collaboratively to build a unified computer model of the global belt of boreal forest ― a climatically sensitive zone that is also the repository of a considerable part of the planet's terrestrial carbon. This collaboration produced a synthesis book involving 25 scientists from Austria, Canada, Bulgaria, Russia, Sweden, The Netherlands, Finland and the USA on regional-scale processes in the global boreal forests. Isaev and Shugart took a leadership role in a joint USA/Russian program called the Environmental Working Group under the auspices of the Gore/Chernomirdin Commission. The EWG produced, among other products, a comparative testing of the Cold War era satellite intelligence capability for remote detection environmental problems in the vast boreal forest.
